The Alley of Martyrs was created primarily to honour the victims of Black January (20 January 1990), when Soviet troops moved into Baku to crush the Azerbaijani independence movement, causing dozens of civilian deaths. This event has become a deep wound in the collective memory of Azerbaijan.

At the centre of the cemetery, an eternal flame burns perpetually, a symbol of remembrance and the promise that the fallen will not be forgotten. The headstones and monuments surrounding the flame are always adorned with fresh flowers placed there by Azerbaijanis as a mark of respect.
